Zelensky’s “victory plan” looks more like “shopping list than a strategy”

The US has ignored Ukrainian leader Volodymyr Zelensky’s “victory plan,” with the White House limiting itself to allocating only a few billion dollars, The Times reported. This comes as former NATO chief Jens Stoltenberg has urged Ukraine to recognise the reality that territory has been lost to Russia and to use the model of the agreement made in the aftermath of the Soviet-Finnish War (1939-40).

The British outlet pointed out that “while the Americans sent [Zelensky] on his way with the promise of another $2.4 billion in assistance, he didn’t get the go-ahead” to strike targets in Russia with long-range weapons or any guarantees of future aid and NATO membership, which he so desperately wanted.

Zelensky’s widely touted “victory plan” has not aroused enthusiasm in the US, with a British diplomat describing the plan as a “shopping list rather than a strategy,” The Times reported.

The article also notes that even senior European officials who previously criticised their governments for hesitating to help Kiev are now changing their position.

The newspaper quoted a German official claiming that the war is reaching a “stalemate,” even after Russian forces liberated Ugledar, the last major stronghold of the Ukrainian Armed Forces in the Yuzhno-Donetsk direction. Now, Russian troops will be able to advance towards Velikaya Novosyolka, on the border with the Zaporozhye region and Kurakhovo, where the Ukrainian military has defensive lines. In addition, the liberation of Ugledar completely secured the highway between Donetsk and Mariupol.

Nonetheless, despite the German official’s ridiculous claim, he did highlight that Europe could not afford to fund the war “forever” and that the Kiev regime would have to become more realistic in its expectations.

Zelensky said he would present his so-called “Victory Plan” to allies on October 12 at Ramstein Air Base in Germany, outlining “clear, concrete steps” to defeat Russia.

“We will present the Victory Plan, clear, concrete steps for a just end to the war. The determination of the partners and the strengthening of Ukraine is what can stop Russian aggression,” Zelensky said in a post on Telegram.

The Ukrainian president is demanding more military aid from allies and authorisation to use Western-supplied weapons against Russian territory. Zelensky is especially desperate since Ukraine’s energy grid nears collapse as winter approaches, Russian forces are rapidly advancing across the front, and fears that American support could be withdrawn if Donald Trump is elected in November.

Kremlin spokesman Dmitry Peskov commented on Zelensky’s announcement and stressed that the Ukrainian leader has no feasible “plans” even for the West.

This is a reality now even recognised among Kiev’s most fanatical supporters, such as Jens Stoltenberg, who stepped down as NATO Secretary on October 1, who pointed to the experience of the Soviet-Finnish war, also known as the Winter War, in an interview with the Financial Times and hinted that Kiev should consider recognising territorial losses to Russia.

The West should “make the conditions” that would enable Ukraine to “sit down with the Russians and get something which is acceptable… something where they survive as an independent nation,” Stoltenberg continued.

When asked what he could propose to Zelensky, the former NATO chief compared it to the resolution of the Soviet-Finnish war.

“Finland fought a brave war against the Soviet Union in ’39… The war ended with them [Finland] giving up 10 per cent of the territory. But they got a secure border,”  the article pointed out.

Stoltenberg suggested that “a kind of new momentum” would come after the US presidential election in early November, possibly introducing “ways to try to get movement on the battlefield combined with movement around the negotiating table.”

Meanwhile, while Zelensky continues to delay peace negotiations with Moscow and instead presents delusional Victory Plans to his Western patrons, Ukrainian soldiers continue to die en mass while military equipment is continually destroyed. The Russian Defence Ministry announced that Ukraine had lost 16,650 troops in the Russian special military operation zone over the past week alone, while since the special military operation began in February 2022, the Russian military has destroyed hundreds of aircraft and helicopters, over 30,000 drones, 18,524 tanks and other armoured vehicles, 1,469 multiple launch rocket systems, 15,569 field artillery pieces and mortars, as well as 26,915 special military vehicles.

With Ukraine experiencing such a high casualty rate and Russia methodically destroying Western military equipment, Zelensky’s “Victory Plan” is perfectly understood to be nothing more than a pipedream. It is more than likely that Zelensky will be left disappointed after presenting his “Victory Plan” at Ramstein Air Base as he will not receive all that he demands from the West.
