Please realize that another document, the “compilation text,” is being kept secret (as of June 25, 2023). This document (purportedly around 200 pages long) contains the original submissions from a number of nations and would reveal which nations proposed which sections of the text.

WHAT IS EQUITY?
The word “equity” can be interpreted in many ways.
“Equity” does NOT mean what you think it means. “Equity” does NOT mean equality of health outcomes.
“Equity” is currently being touted as equal and fair access to “pandemic response products” (pharmaceutical drugs and jabs).
In my humble opinion, what “equity” really means is access to money that will facilitate corruption on a multi-billion dollar worldwide scale unlike anything ever seen before in the Pharmaceutical Hospital Emergency Industrial Complex (PHEIC).
WHAT IS A FRAMEWORK CONVENTION?
A framework convention is a legally binding international agreement.
The concept of “framework convention” is relatively recent. A framework convention or agreement describes an agreement which establishes broader commitments for its parties and leaves the setting of specific targets to subsequent, more detailed agreements (usually called protocols).
In the context of negotiations, a framework agreement recognizes that the parties have not come to a final agreement on all matters relevant to the relationship between them, but have come to agreement on enough matters to move forward with the relationship, with further details to be agreed to in the future.
Framework conventions focus upon a general overarching agreement. Nations agree on general and basic principles which could guide the possible further negotiation of detailed and targeted protocols.
In international law, such an agreement between countries or groups can acknowledge that they cannot reach full agreement on all issues. Entering into a framework agreement can shift the lawmaking power from the states to a Conference Of the Parties (COP).
The nature of a framework convention reflects the decision of the parties to establish general obligations, create basic institutional arrangements, and provide procedures for the adoption of detailed obligations in subsequent protocols and/or leave room for stricter standards and implementation of the measures in national legislation.
A framework convention does not contain concrete targets but subsequent protocols may contain time-bound targets and specific obligations.
