After the earthquake Canada had to consult with NATO whether to send blankets and food or not to parts of Syria controlled by the government. Within the first two days of the earthquake:
* Seventy countries and 14 international organizations have offered Turkey relief
* Only seven countries (Algeria, Iraq, Iran, UAE, Libya, Egypt, and India) have sent relief directly to the government controlled areas
* Others such as Afghanistan, Canada, Saudi Arabia, Qatar, Oman, China, and the Vatican have pledged aid; however it is unclear if that relief will be sent directly to the regime.
The government of Syria is unilaterally and heavily sanctioned by the West for more than 10 years now. Any state or company worldwide deal with Syria will face consequences and will be banned and sanctioned too.
The northeast of the country (basically Syria food and oil basket) is controlled by a NATO backed armed group to deprive Syrians of their own oil and wheat.
Syria was and still considered as a traditional allies to Russia. The Ukraine war has added more complexity to the mix.
NATO strategy since 2018, after failing to take over Damascus by force, is to starve Syrians to death so they change their government.
After the earthquake Canada had to consult with NATO, whether to send aids to Syrians in parts of Syria controlled by the government."
